Productivity Commission - Discussion Board

The Productivity Commission has issued a draft report into Historic Heritage recommending that listing of privately owned places should only occur where there is a voluntary conservation agreement made with the owner.  This would particularly affect items and places listed at the local level, with councils negotiating the proposed agreements only with willing owners.  Development pressure will be almost impossible to combat with this regime in place.
