State of the Heritage Report
The following checklist can be completed by local government authorities to ensure that their Council has submitted complete and up to date information for incorporation into the National Trust's 'State of the Heritage Report'.

Please complete the checklist with examples and return to the National Trust of Australia (NSW), GPO Box 518, Sydney 2001.


Local Government Authority: Warringah Council

Research and Investigation
1. Has a Heritage Study been undertaken and completed in your LGA?
  Yes  
2. If so when was the Study completed? Has it been revised?
  1994. It was further revised in 1995 to identify the Warringah Heritage Inventory. It is proposed that the Heritage Study be completely reviewed in the next few years.  
 

Tourism and Promotion
3. Does Council actively pursue cultural tourism in its area?
  Yes.  E.g.  8km costal walk, rock pools, Oxford Falls Peace Park. See attached pamphlets.  
4. Has Council established specific heritage initiatives such as a
    'heritage trail', design guidelines & workshops?
  The Design Guidelines which accompany the Waringah LEP 2000 include a section on heritage.  
 

Support
5. Does Council operate or support the operation of a facility to allow
     recycling of fabric from demolished buildings?
  Yes. Kimbriki Waste Recycle Facility. The facility is run by a joint services committe from Waringah, Pittwater and Manly councils.  
6. Does Council operate or provide assistance to operate a
     local history research facility for local residents use?
  Yes. The Dee Why Library incorporates a Local Studies Section.  
7. Does Council operate or provide financial assistance, or in kind support,
     for the operation of a local history museum in its area?
  No. However, Council's Heritage Committee has expressed interest in a proposal put foward by a local resident to establish a museum. No funds have been committed at this stage.  
8. Does Council operate a 'local heritage fund'? Please indicate
     level and type of assistance.

 

No. It is not likely that Council will develop a fund in the short term due to financial constraints.  
9. Does Council provide conservation incentives other than through
     its local heritage fund?
  Warringah LEP 2000 contains a heritage incentives clause which permits a wider range of uses for heritage items where they may be needed to maintain an item.  
10. Does Council prepare and distribute information to its local community
       to assist residents in undertaking and conserving items of significance?
  No. However, this is recognised as a possible priority for the future.  
11. Does Council employ a Heritage Adviser? (please give details)

Statutory Controls
12. Does Council have an adopted Heritage Local Environment Plan or a Schedule of Items of Environmental Heritage attached to its LEP?
  Yes, items are listed within Council's principal plan, ie. Warringah Local Environment Plan 2000  
13. Does Council have a policy of removing items from the LEP
       on the basis of an owner's opposition even though due process
       has been followed and the item's significance established?
  Council resolved to delete several items this way in 1998 when the LEP was still in draft form. However, the NSW Heritage Office subsequently advised that it did not support this approach and these items have still not been resolved.  
14. How many items from the following periods are included
       in the LEP? 1900-1929?  1930-1949?  1950-2001?

However, there are approximately twenty properties which are described in the Inventory as being Inter-war and these could not be dated.

15. How many industrial heritage sites are included in the LEP?
 

Three (3)
- Brookvale Brickworks - currently subject to DA for adaptive re-use - residential
- Former Wormald Building.

16. How many items of moveable heritage or collections are included in the LEP?
  Nil  
17. Does the LEP require consideration of impacts from
      developments in the vicinity of heritage items?
  Yes. Is required to complement the character of the heritage item.  
18. Does the LEP include curtileges for listed items and
       important views and vistas?
  The LEP does not prescribe a specific requirement for curtilage, however, in more general terms, it requires the setting and significant views to be considered.  
19. Does the LEP include items or places owned by Council?
  Yes - 52 mainly reserves, street trees, memorials, etc.. Also several council owned rock pools which are managed under an award winning conservation management plan.  
20. How many conservation areas are included in the LEP?
  14  
21. How many listings of significant interiors are included in the LEP?
  Nil. The Warringah LEP 2000 does not go to that much detail.  
22. How many natural areas of heritage significance are included in the LEP?
  13 of the Heritage Conservation Areas. Plus approximately 11 groups of trees/street trees etc.. which were planted as landscape features.  
23. How many archaeological sites are included in the LEP?
  Nil  
24. How many Aboriginal sites are included in the LEP?
  Nil. Council is under the impression that these are listed by NPWS and are often confidential to avoid vandalism.
